l think that means your penis is still growing. Once it is full grown an erection pulls the foreskin back to fully reveal the penis head.

It does not always pull back automatically, for some men it only goes back halfway during an erection, for some it covers the whole head even when erect. This is perfectly normal, and contrary to what you might read it will NOT affect your performance.

You just have a long foreskin. It is not a problem if it does not go back all the way when you're erect, as long as you can move it back to uncover the glans. When you're having sex with someone, it will be simple enough for you (or they) to uncover it if desired.
