l can not afford a voice coach, but is there voice exercises l can try that are permanent?

You have not finished puberty yet. It wo not happen for a couple more years. You voice could end up being lower than it is now with another growth spurt or two occurring. In the meantime, you can practice talking or singing just one octave lower than you presently talk or sing. Once you get that mastered - and it could take several weeks - then go to the next lower octave & practice.

There is a surgery available to lower the voice but i've also heard that voice tone is affected by how u speak when you're voice is breaking. I've also heard that it can be affect by ur psychological state, which is why some gay men have higher or feminine voices. When u speak try pulling ur larynx down slightly, but not too far. You have to be careful with what u do as u do not want to damage ur voice. l WOULDN'T recommend anything extreme like smoking due to obvious health risks. The only permanent option l know of is surgery & coaching;lowering ur voice manually would cause it to go very weak as u use more breath for a lower pitch than a high pitch
